Chapter 4, Verse 101
وَمَنۡ یُّہَاجِرۡ فِیۡ سَبِیۡلِ اللّٰہِ یَجِدۡ فِی الۡاَرۡضِ مُرٰغَمًا کَثِیۡرًا وَّسَعَۃً ؕ وَمَنۡ یَّخۡرُجۡ مِنۡۢ بَیۡتِہٖ مُہَاجِرًا اِلَی اللّٰہِ وَرَسُوۡلِہٖ ثُمَّ یُدۡرِکۡہُ الۡمَوۡتُ فَقَدۡ وَقَعَ اَجۡرُہٗ عَلَی اللّٰہِ ؕ وَکَانَ اللّٰہُ غَفُوۡرًا رَّحِیۡمًا ﴿۱۰۱﴾٪
English Translation
And whoso emigrates from his country in the cause of Allah will find in the earth an abundant place of refuge and plentifulness. And whoso goes forth from his home, emigrating in the cause of Allah and His Messenger, and death overtakes him, his reward lies on Allah, and Allah is Most Forgiving, Merciful.

Islam accepts no excuse from believers to stay in environments hostile to their Faith if they can afford to leave such localities.
